A Golden Age Batman Action Figure?

No, as far as I know, there wasn't an action figure produced in 1939 that featured the first incarnation of The Batman from Detective Comics #27.  This action figure is featured in the "Batman: Masterpiece Edition" that was published by Chronicle Books in 1999.  The edition featured an exact replica of Batman #1, a hardbound book and the action figure, all packaged in a great collector's box.  It's just too bad DC didn't think of this in 1939!
